Policy Analysis Memo # 2
Due: Beginning of Class, Wednesday, October 27th

Read and analyze the case, “Bridge over Tempisque River.” (Download from KSG)

Assume it is 1994 and the bridge has not been built but there have been new elections and Costa Rica’s Ministry of Public Works and Transport (MOPT) is still considering constructing a bridge over the Tempisque River. There is no new information in the case, but the Minister wants your analysis of the situation as a senior analyst at the MOPT. She wants your analysis in a brief memo, including what recommendation you would make on whether the bridge should be built or not. You should make your case using all the supporting evidence from your analysis.

Why or why not? What does the earlier study show? What problems did you identify?

• What are the benefits and costs to building the bridge? Are these the right ones? Are there any missing? Are they appropriately (correctly) valued?

• The MOPT thinks of the bridge entirely as a transportation project, and considers only the transportation costs and benefits. Accepting this interpretation, is the analysis convincing?

• Which of the benefits and costs cited by the environmentalists and tourist industry officials should be considered? How can they be valued in dollar terms? Do you agree with Professor Castro’s valuation?

• What criteria, if any, besides costs and benefits should she use to decide what to do?

In developing your argument (memo and analysis) you may find it useful to rework the spreadsheet from the previous MOPT analysis, but do not bother to change the base year from 1992 to 1994. It does not change the analysis materially. Further, it is not necessary to translate the figures from colones to dollars unless you want to do

If the reports are accurate then there will be 10,000 new jobs created in the downtown Detroit area. Many citizens do not want this bridge because they are afraid that they are going to be paying for it out of their own pockets through taxes. This is an inaccurate assumption the government will not be paying for this bridge. The current Bridge (The Ambassador Bridge) is inadequate to be the only bridge connecting Detroit to Canada the United States number one trading partner. For the number of resources that are exported and imported from Canada by the united states that travel through Detroit, there should be a faster and more productive way of getting those resources across the borders.…

On January 5, 1933: Construction started officially. A suspension bridge has two types of parts. The tower is analysed using loads and deflection, which are determined from the global structure analysis previously described. In a suspension bridge, the traffic-carrying deck is supported by a series of wire ropes that hang from massive cables draped between tall towers. During construction of the anchorages, a large wrought iron eye-bars (steel bars with a circular hole at one end) linked together to form a chain which are embedded in the concrete. Work began in dry-docks with the assembly of doughnut-shaped cylinders of steel. At the same time the two towers, the highest ever built for a suspension bridge, were started. The cables were constructed high in the air using a process called cable spinning. To spin the cables, workers pulled a wire, about as thick as a pencil, from the concrete anchorage at one shore, up and over both towers, and on to the other anchorage. The…
