Policy Analysis Memo # 2
Due: Beginning of Class, Wednesday, October 27th

Read and analyze the case, “Bridge over Tempisque River.” (Download from KSG)

Assume it is 1994 and the bridge has not been built but there have been new elections and Costa Rica’s Ministry of Public Works and Transport (MOPT) is still considering constructing a bridge over the Tempisque River. There is no new information in the case, but the Minister wants your analysis of the situation as a senior analyst at the MOPT. She wants your analysis in a brief memo, including what recommendation you would make on whether the bridge should be built or not. You should make your case using all the supporting evidence from your analysis.

Write a brief, five-page memo addressed to the MOPT Minister, which provides your analysis of the

Why or why not? What does the earlier study show? What problems did you identify?

• What are the benefits and costs to building the bridge? Are these the right ones? Are there any missing? Are they appropriately (correctly) valued?

• The MOPT thinks of the bridge entirely as a transportation project, and considers only the transportation costs and benefits. Accepting this interpretation, is the analysis convincing?

• Which of the benefits and costs cited by the environmentalists and tourist industry officials should be considered? How can they be valued in dollar terms? Do you agree with Professor Castro’s valuation?

• What criteria, if any, besides costs and benefits should she use to decide what to do?

In developing your argument (memo and analysis) you may find it useful to rework the spreadsheet from the previous MOPT analysis, but do not bother to change the base year from 1992 to 1994. It does not change the analysis materially. Further, it is not necessary to translate the figures from colones to dollars unless you want to do

"It's our trade future, it's our economic future, and it's all about jobs,” (Fuetsch). Michigan is in a state of Repression, according to the Bureau of Labor Statistics the unemployment rate is at a record high of 9.3% there are only 5 states that have a higher unemployment rate. Our economy has been spiraling downwards for the past decade leading with what used to be Michigan’s most booming city, Detroit. The city of Detroit has a motto, “We Hope For Better Things; It Shall Rise From The Ashes”. The idea of a new bridge from Detroit to Canada is a better thing that can help Detroit rise from the ashes. If the reports are accurate then there will be 10,000 new jobs created in the downtown Detroit area. The topic of a new bridge has been up for discussion for the past year among the government and among the people. Many citizens do not want this bridge because they are afraid that they are going to be paying for it out of their own pockets through taxes. This is an inaccurate assumption the government will not be paying for this bridge. The current Bridge (The Ambassador Bridge) is inadequate to be the only bridge connecting Detroit to Canada the United States number one trading partner. For the number of resources that are exported and imported from Canada by the united states that travel through Detroit, there should be a faster and more productive way of getting those resources across the borders.…

cxcxcxThe controversy over the Charles River Bridge dated as far back as October 15, 1640 when the Massachusetts legislature, in accordance with common law, assumed control over public ferries. The legislature proceeded to give Harvard College the power to run a ferry on the Charles River between Boston and Charlestown. Harvard continued to operate the ferry, and collect its profits until 1785. That year, a group of men petitioned the state legislature to build a bridge across the river due to the inconvenience of the ferry. As time had passed, the two towns had grown and communication between them had become more important, and technology was at a point now where a bridge appeared to be a wise economic undertaking.…

Bridges are something that have always fascinated me. In my picture you can see I have the Julien Dubuque Bridge in the background. This bridge is a two lane bridge, it has been debated through the past years on if this bridge will be altered in the future. I think it would be a very interesting lesson for the students to look at adding lanes on the bridge. They could choose to expand the bridge into four lanes, build a second two-lane bridge, or tear down the current bridge and replace with a four-lane. During this project students would need to keep in mind that the Julien Dubuque Bridge is listed in the National Register of Historic Places. They would also have to factor in construction time and possible road detours to decide what would…

Brief Summary: A four-lane bridge in Washington has collapsed, dumping an unknown number of cars and people into the icy river below. The bridge is located approximately 130km from Vancouver and it is a main route for Canadian’s to cross over to the USA. It was not known what caused the collapse of the bridge, but State Patrol detectives and the patrol's commercial vehicle enforcement bureau troopers were talking late Thursday night to a commercial truck driver whose rig was believed to have struck the structure."It appears the commercial vehicle made contact with the bridge," Washington State Trooper Mark Francis said. "Whether it was the cause of the collapse or made contact as the bridge was falling, it appears it hit the bridge." The bridge was not classified as structurally deficient, but a Federal Highway Administration database listed it as being "functionally obsolete" -- a category meaning that the design is outdated, such as having narrow shoulders and low clearance underneath. The bridge was built in 1955 and has a sufficiency rating of 57.4 out of 100, according to federal records. That is well below the statewide average rating of 80, according to an Associated Press analysis of federal data, but 759 bridges in the state have a lower sufficiency score. The NTSB is now investigating.…

However, Moses favored a bridge. It could carry more automobile traffic than a tunnel and would also serve as a visible monument. More traffic meant more tolls, and more tolls meant more money and therefore more power for public improvements. LaGuardia and Lehman, as usual, had no money to spend and the federal government, by this point, felt it had given New York enough. Moses, because of his control of Triborough, had money to spend, and he decided his money could only be spent on a bridge. He also clashed with chief engineer of the project, Ole Singstad, who also preferred a tunnel in place of a bridge.…

    How to Build a Bridge

    • 829 Words
    • 4 Pages

In the beginning bridges were very simple structures that were built from easily accessible natural resources- wooden logs, stone and dirt. Because of that, they had ability only to span very close distances, and their structural integrity was not high because mortar was not yet invented and rain slowly but constantly dissolved dirt fillings of the bridge. Revolution in the bridge construction came in Ancient Rome whose engineers found that grinded out volcanic rocks can serve as an excellent material for making mortar. This invention enabled them to build much more sturdier, powerful and larger structures than any civilization before them. Seeing the power of roads and connections to distant lands, Roman architects soon spread across the Europe, Africa and Asia, building bridges and roads of very high quality.…

The Golden Gate Bridge is a well-recognized landmark in the United States. This report provides you numerous information about one of the most astonishing suspension bridges in the world, it as well enlighten you with the history, design and the way that they have managed how to maintain the safety while construction was going on. The idea of a bridge linking the city with its neighbouring counties was appealing, but the mile-wide gap between San Francisco and Marin presented huge challenges. There will be many specialist engineers reading this report, they are; site managers, senior engineers, construction manager and project manager. This report was required by Mr Jonathon Stegen, lecture ACK, Kuwait. It was submitted on the 11th December 2013. It was not easy to get the project started. Financing had to be found, and there was much opposition to the very idea of a bridge. Charles A. Ellis with Strauss, a Chicago bridge engineer designed the bridge Architect lrving F. Morrow. On January 5, 1933: Construction started officially. A suspension bridge has two types of parts. The tower is analysed using loads and deflection, which are determined from the global structure analysis previously described. In a suspension bridge, the traffic-carrying deck is supported by a series of wire ropes that hang from massive cables draped between tall towers. During construction of the anchorages, a large wrought iron eye-bars (steel bars with a circular hole at one end) linked together to form a chain which are embedded in the concrete. Work began in dry-docks with the assembly of doughnut-shaped cylinders of steel. At the same time the two towers, the highest ever built for a suspension bridge, were started. The cables were constructed high in the air using a process called cable spinning. To spin the cables, workers pulled a wire, about as thick as a pencil, from the concrete anchorage at one shore, up and over both towers, and on to the other anchorage. The…

    Padma Bridge Project

Padma Bridge is a long cherished dream for people of Bangladesh particularly for the southern part of this country. But recent incident with World Bank creates a belief in the mind of people that Padma Bridge is not possible to build without World Bank. But through our whole research we tried to show how Padma Bridge can be build without World Bank. The main potential source for building Padma Bridge is China. Proposal of China is really attractive comparing to other’s sources. A Chinese consortium, backed by a government-owned bank, has officially proposed to channel $1.95 billion to bridge the Padma without interest and a payback period of 20 years. Government of Bangladesh is seriously observing this proposal. As China has a huge experience to build longer bridge than Padma Bridge. Costing is also reasonable. Another positive thing is that China will not change the design which was done previously. Second option is Malaysia. They offered to invest US$2.3 billion to build the US$2.9 billion Padma Bridge. They would take back the return within 26 years on the toll collected from the bridge. Malaysia would receive 70 percent and Bangladesh government 30 percent of profit. There are many local sources by which padma bridge finance is possible. We estimated that 98825 cores taka is possible to gather from local sources such as reserve of foreign currency, National bank, pension fund, surcharge, insurance company, IPO, donation, more taxes on luxurious goods etc , although government has others…

The Brooklyn Bridge’s construction is one of the great achievements in United States history and helped pave the way for New York City’s rapid expansion in the 19th and 20th centuries. It was an undertaking that required extraordinary effort, sacrifice and ingenuity by its designers as well as its builders to complete. Its completion was a feat of engineering that was unmatched in its time: it was the longest suspension bridge – the first to use steel-wire – and dominated the New York City skyline as the tallest structure in the western hemisphere.…
