CHAPTER 1
PROBLEM AND ITS SETTING
Introduction
Child abuse is a phenomenon that has a long history and exists in various Cultures. Most countries have policies and programs that have the purpose of contributing to the well being of children, including preventing and reducing the risk of child abuses in many cases of child maltreatment, such policies and programs are sufficient and further maltreatment is not reported.
Under the Presidential Decree no. 603, the child is one of the most important assets of the nation. Every effort should be exerted to promote his welfare and enhance his opportunities for a useful and happy life. The child is not a creature of the state. Hence, his individual traits and aptitude should be cultivated to the utmost into far as they do not conflict with the general welfare. The molding of the child’s character starts at home. Consequently every member of the family should strive to make the home a wholesome and harmonious place as its atmosphere and condition will greatly influence the child’s development. Attachment to the home and strong family ties should be encouraged but not to the extent of making the home isolated and exclusive. Exclusive and unconcerned with the interest of the community and country. The national rights and duty of parents in the hearing of the child for civic efficiency should receive the aid and support of the government. Other institutions like church, school and the community in general should assist the home and the state in the endeavor to prepare the child for the responsibilities of adulthood.
Throughout the world many children suffered maltreatment either in the hand of their parents, guardian, teacher or person having care or custody of the child. The child may suffer physical abuse, neglect, cruelty, sexual and psychological economic abuse and emotional maltreatment. Any act by deeds or words which debases, degrades, or demeans the intrinsic worth and dignity not a child as a human being.

    If you were placed in a position were your life was put into danger would you risk escaping? This question was asked by Jaycee Dugard everyday during her eighteen year being held captive. In her memoir A Stolen Life, Jaycee Dugard explains to us why she didn't try to run from her abductor Philip Garrido even though she was given so many chances to do so. In most situations it is very difficult for victims to escape their abusers control. In the past it was near impossible for victims of abduction to escape safely on their own. With the realization that "We have seen a significent increase in the number of thru the means of strangers, family or friends" (Amber Alert 1). It has been easier to help child abduction victims with systems like the Amber Alert system, yet it is still difficult for the victims to leave on their own. Abuse victims along with Dugard also struggle with gaining the strength to leave. Years after Dugard was rescued she says "You must find your voice and not be afraid to speak up" (Dugard 148). Something she regrets doing while being held captive. In the end the claim that victims of abuse should take more responsibility to escaoe their abusers control should be challenges because of the difficulty to escape their abusers control and to gain the strength to leave.…

    Child abuse is the physical, emotional, or sexual mistreatment of a child by his or her parent or guardian. Many do not realize how many children are abused in their homes every day. According to a publication titled Child Maltreatment 2008, children are more likely to be the victim of child abuse and neglect than they are to be the victim of anything else (Speak-Up-Be-Safe). In fact, more than one million children in the United States alone are a victim of child abuse (Wisdom, Hiller-Sturmhöfel, p. 52). One in seven adults between the ages of 18 and 54 in the U. S. report that they were sexually abused, physically abused, and/or were the victim of emotional abuse in their childhood (Zielinski, David, pg. 16). Every year over half a million children suffer serious injuries, and about fifteen hundred die from child abuse, making it the leading cause of deaths from injuries in children over a year old (Institute of Medicine, 1999). Not only does child abuse cause immediate effects on the abused child, but it creates significant effects on society which can last a lifetime. Long-term consequences on society from child abuse include the increased cost and use of substance abuse services, increased criminal activity, and increased reliance on government services.…

    Child maltreatment is a major social problem and it dates back from the 1700’s till the present date. It is divided into 4 categories which are sexual abuse, physical abuse, emotional abuse, and neglect. Wissow defines child maltreatment as “an intentional harm or a threat of harm to a child by someone acting in a role of care taker”. Sexual abuse is the inappropriate touching of a child or viewing of explicit sexual material through an older person. Physical abuse is inflicting bodily injury by force. Emotional abuse is demeaning or overly distant behavior by parent that interferes with a child’s normal social or psychological development. Neglect which is considered to be the most life threatening is the failure of a parent to provide their child with shelter, food, support or medical care. Approximately 1.4 million U.S children under the age of 18 experience some form of maltreatment each year. At one point of time it was left up to the family as being held accountable for the caring of children, but as time evolved public intervention has began to step in if a family is considered to be incapable of care or a risk to a child’s well being. In connection to children and families, public intervention has been mandated and guided by social welfare policies so known as Child welfare policies.…
