Infrastructure at its most basic level supports the fundamental systems that make up societies. It brings added value to the necessary functions it supports. An efficient society works on the basis of two types of infrastructures, hard infrastructure (physical works needed for the operation of society) and soft infrastructure (people and institutions that maintain society). Although many types of infrastructure are appropriate for different locations and needs, water-systems infrastructure and transportation infrastructure are most relevant to water related diseases. Although some 2.1 billion people have gained access to improved sanitation since 1990, the world has missed the MDG target by nearly 700 million people. Today, only 68% of the world’s population uses an improved sanitation facility – 9% points below the MDG target of 77 per cent.
The 2015 Global Risks report of the World Economic Forum identifies the occurrence of ‘Water Crises’ as the number one global risk in terms of impact and number eight in terms of likelihood. The water sector has not had the prioritization it deserves. both with respect to water resources and water, sanitation and hygiene services.
